Arunachal Pradesh, also known as the land of dawn-lit mountains is known for its rich natural and anthropological heritage. One of the seven sisters of India, Arunachal Pradesh was the ninth state of India to allow the buying and selling of lotteries in India.

Industry estimates suggest that the lotteries are a 50,000 crore business in India and the market is expected to show growth in future.
Lotteries (Regulation) Act, 1998 permits the state government to conduct lotteries within the state but it prohibits private parties from interfering in it. According to this act, the states are free to permit and prohibit the sale of lotteries. However, state governments that conduct their lotteries are not entitled to the sale of lotteries from other states within their territory.
State governments are free to either permit or prohibit the sale of lotteries. However, state governments which conduct their own lotteries cannot ban the sale of lottery tickets from other states within their territorial jurisdictions. Arunachal Pradesh government started new lottery schemes in order to generate revenues for various welfare schemes and permitted distributors to market various lottery schemes in September 2015.
